Building new great power relations between China, US

It is necessary to build a new and unprecedented type of great power relations between China and the United States in the new era, and the two countries should be prepared for the challenges ahead.

Three questions should be properly dealt with in order to promote the establishment of a new type of great power relations between the two countries.

First, how will the United States view China's strategic intention?

The report to the 18th CPC National Congress brought forward new major diplomatic concepts, and clearly depicted China's future direction and development strategies. Peaceful development is China's basic state policy, and win-win cooperation is a banner for China's friendly relations with other countries. At the same time, the country will resolutely safeguard its national sovereignty, security, and core interests. The two policies are two pillars of Chinese diplomacy, and do not conflict with each other.

Second, how will the United States further implement the "rebalancing" strategy?

The "rebalancing" strategy that U.S. President Barack Obama has actively promoted in his first term will continue in his second term, and gradually become the foundation of U.S. foreign strategy, particularly security strategy. The U.S. government has repeatedly stressed that the "rebalancing" strategy is not targeted at China, but even the U.S. media do not believe it. In recent years, the "rebalancing" strategy has intensified military security risks in the Asia-Pacific region, and caused increasing worries among regional powers about a possible regional arms race and deterioration of bilateral relations.

The United States needs to rethink its "rebalancing" strategy within the framework of serving its global strategy and building a new type of great power relations with China. It should remove factors that are not conducive to the establishment of a new type of great power relations.

Third, how will the two countries develop their potential for win-win cooperation?

Win-win cooperation is crucial to the establishment of a new type of great power relations between China and the United States. Their diplomatic objectives and concepts are quite different, but they share extensive common interests. Win-win cooperation is a general trend for the two countries.

Win-win cooperation between China and the United States is based on their common interests, and is the necessary driving force and way for building up strategic mutual trust. Introducing effective policies for developing their potential for win-win cooperation will greatly help the two countries maintain a new type of great power relations.

The two countries should also work together to solve complex and changeable international issues through more than 90 dialogue and cooperation mechanisms, so as to promote the well-being of their people and make greater contributions to world peace, stability, and development.
