The convocation of the Fourth Plenary Session of the 18th Communist Party of China Central Committee, whose theme is promoting the rule of law, embodies the CPC's deepening perception on governance and the law.

The National People's Congress, China's top legislature, should play a bigger role in the country's efforts to promote the rule of law. For example, the NPC can push for deepened reforms within the framework of the Constitution and laws through legislation to realize a benign interaction between reforms and the rule of law.
