A group of 50 urban management officers or chengguan officers in Xi'an, Shaanxi stare at diners who are reluctant to leave a barbecue stall that occupies a street illegally on June 19, 2014. As an effort to carry out law enforcement in a civilized manner, Chengguan officers of the city’s Lianhu district choose a new tactic to deter stall owners and the consumers by staring at them.
