Urban management officials, or chengguan, march on a street in Lanzhou City, the capital of Northwest China’s Gansu Province, Feb. 25, 2016. The female chengguan, who had a change in uniform, are mainly responsible for enforcing city rules such as bans on hawking and unauthorized business activities. Frequent incidents of excessive violence against often poverty-stricken street vendors have given chengguanan a bad name and some see them as heartless, corrupt enforcers in China.
