Local police announced they have broken up a 1.519 billion yuan ($228 million) scheme that included more than 8,000 people, mainly from Heilongjiang, Liaoning, Jilin, Shandong and Zhejiang provinces. Police first discovered the operation in 2016, and as the investigation went forward, found it involved thousands of people across the country.
